When a prefix ends with a vowel and the base word or root starts with a vowel, they do not form a vowel team. The prefix stays separate from the base word.

For example, In “reenlist”, Prefix RE- ends before the base word “exist”, and the vowels do not join to form a vowel team.

In “react”, Prefix RE- ends before the base word “act”, and the vowels do not join to form a vowel team.
